Abstract

In the 21st century, with the rapid urbanization of the world, urban strategy has been getting more and more attention. To cope with the many factors in the process of urban development and tame their complexity, this paper proposes a corresponding theory and diagnostic model. Using current theories of urban development, we introduce the concept of a three-dimensional space for urban development strategy (including the basic concept of strategic space with its theoretical framework) to reflect the level of urbanization in three dimensions (resource dimension, human resource dimension, organizational dimension) and built a diagnostic model of this three-dimensional space for urban development strategy. The index system, positioning of urban development strategy and its promotion constitute the main diagnostic model. The authors analyzed five cities, Beijing, Nanjing, Shanghai, Wuhan, and Harbin as examples. In the process of analysis, we also assessed the relative efficiency of development by using DEA to learn more a-bout its status and explore the development strategy. Research shows that study of the three-dimensional space of urban development strategy and its diagnostic model can describe the status of urban development well and provides a scientific basis for the formulation of urban development strategy.
