Abstract

In this paper, an intelligent group decision-making (IGDM) methodology is proposed to solve of unconventional emergency management problems. On the basis of comparing and analyzing the existing methods of expressing fuzzy linguistic information, the two-tuple fuzzy linguistic representation model is proposed which has unique advantages in expressing fuzzy information. Having compared and analyzed weighted geometric averaging operator, arithmetic weighted averaging and ordered weighted averaging, propose extended two-tuple combined arithmetic weighted averaging operator which combines the advantages of arithmetic weighted averaging with ordered weighted averaging, and study the applications to group decision making. Experimental results obtained demonstrate that the proposed intelligent group decision-making methodology can improve decision-making objectivity and emergency management effectiveness.
