Abstract
High penetration of intermittent renewables threatens grid security, where TSO-DSO flexibility coordination is essential but existing work ignores renewable dataset trading in uncertainty mitigation. This paper develops a tri-level optimization model for the TSO-DSO coordinated market with dataset vendor, TSO and DSO as upper-, middle-, and lower-level players to capture their strategic interactions. An enhanced C&CG algorithm is used to solve the model. Numerical results verify that information trading cuts TSO operation costs while stabilizing DSO profits, and the bidding and procurement strategies of the dataset are influenced by multiple factors. This work provides a theoretical basis for TSO-DSO coordinated market design under energy transition.
