The opposite problem analysis for city disaster prevention and reduction plan based on Extenics

Abstract

In this paper, the city disaster prevention and reduction plan together with the extension method of crossover study is the first time. It pointed out the whole process of problem solving on opposite problem in city disaster prevention and reduction. The process included finding the problem, building problem model, analyzing the problem and solving the problem. Extension method can help to solve two opposite problems. One was realizing the multi-function of disaster prevention equipment; the other was disaster prevention and use. It provided innovative thinking and method for urban planners.
