The multilayer model of programming and game for hydrogen energy utilization

Abstract

This paper demonstrates that protective tax and subsidy is necessary condition to the developing of the hydrogen energy industry. A multilayer model composed of programming and game with three players was built and resolved. In the model, the Government and two industries were regarded as players. This model not only analyzed the protective tax that is restricted by governments but also studied effects on the hydrogen energy industry development. Then we discusses the outcome severally, namely the impact of the hydrogen energy's cost, the conventional energy's cost and the market demand's potential price, to the solution of the multi-objective programming's tax and subsidy. On the basis of the analysis, we get two corollaries: Firstly, the government's protective policy is helpful to the competition with the cheaper conventional energy industry. Secondly, the hydrogen energy's technical research should be under the direction of the competition with the conventional one. To be brief, the model can be used to decide upper limit of the tax by the Government and forecast the effects on the government and the industries.
