Management efficiency methods make universities be in a difficult condition, which is beneficial to university manager to find differences and improve management condition duo to the dynamic changes of the benchmark indexes and present indexes of the colleges and universities' science and technology comprehensive strength. It is showed that management efficiency methods have impact of incentive on the all universities, and have a broad application prospect in the area of performance evaluation.",
