Abstract
With the growing requirements of Location Based Service (LBS), the vertical handover (VHO) between the outdoor positioning system and the indoor positioning system, has been paid more attention for the goal of seamless LBS. By simulated analysis to the overlapping coverage of the two positioning systems, a vertical handover algorithm is proposed, by which the handover threshold is obtained from fuzzy logic theory and cost function based on Simple Additive Weighting (SAW). Simulation results show that the handover could be executed by the provided algorithm in the handover region.
