This paper analyzes the synergy relationships among the economic value and ecological value and cultural value of ice and snow tourism resources based on the study of the constitution of ice and snow tourism resources value, and constructs the synergy mechanism model and synergy measurement model of ice and snow tourism resources value. Lastly the paper takes Heilongjiang A scenic area as an example to conduct an empirical research.",
