Abstract
Based on the analysis of earthquake prevention and disaster prevention plan both at home and abroad, this paper has probed into the feasibility of emergency system of city disaster prevention with the public facilities of residential areas as the core. Finally the proper structure, implementation policies and relevant technical supporting conditions of emergency facilities network in residential areas are proposed depending on the general plan and structure of public resource utilization models in residential areas.
