Abstract

The energy services industry is playing an important role increasingly in the energy efficiency strategy of China, which scale is unprecedented expansion with the strong support of government policies. The building energy efficiency service market should also take this opportunity to develop vigorously to implement the strategy of energy efficiency in China. In this paper, the market behavior of enterprises and users are discussed based on the principle of evolutionary game theory, and according to the characteristics of the market behavior, some variables are set that the government could be control, and ultimately, in the conclusions, how the government handle the variables comprehensively to cultivate the energy efficiency service market is put forward.
