Study of bus toll model under urban road congestion pricing

Abstract

Studying of bus toll methods under road congestion pricing, authors put forward a feasible pricing model as decision-making reference for transportation policy makers. According to theory and methods of traffic behaviors science, authors employed bi-level programming technology to establish bus toll model under road congestion pricing. The up-level of the model optimized traffic system and the low-level of the model interpreted the problem about stochastic user equilibrium of road network under congestion pricing. Regarding the city of Guangzhou as a typical case, optimal bus toll system for bus road network was calculated aimed to the cases: congestion pricing policy should be executed. This study shows that the model can state decision behavior in traffic management department and travelers and can correctly interpret the mutual logic relation in user balance, route flow, traffic demand, congestion fee, bus toll and trip cost.
