Abstract
Technological innovation outsourcing can bring technology spillover, and rivals can attain spillover effect, so the enterprise is confronted with an important problem of how to reduce spillover effect. When R&D personnel's flow results in technology spillover, a strategic model of technical innovation outsourcing based on wage difference is established, which optimizes enterprise's outsourcing strategy. The research indicates that the increase of R&D personnel's quantity of the outsourcing enterprise can reduce affected coefficient which rivals attain; demand of rival's R&D personnel, outsourcing quantity of the enterprise's technical innovation and R&D personnel's wage of the contractor also have a relation.
