Abstract

as the global marine fishery is faced with increasing demand for fisheries and depletion of offshore resources, illegal fishing continues to be difficult to be eradicated, with multiple negative consequences for fisheries, coastal and marine ecosystems and humans. In order to achieve full coverage observation of the target sea area, this paper proposes a method of using satellites to form a "remote sensing + communication"system. Then we analyzed and discussed the coverage characteristics and real-time performance of different number of satellites. Through the constellation design based on the Walker configuration, coverage performance indicators such as the average number of accesses per day, average coverage time per day, and average revisit time is greatly improved. It shows the application of the proposed method in combating illegal fishing.
