Abstract
With the rapid development of economy, a series of social governance problems are derived. For example, prevention and control of infectious diseases, traffic congestion control, and garbage sorting. As two major participants of social governance, the public and the government have an important impact on the effect of governance. Taking the prevention and treatment of infectious diseases as an example, this paper establishes a mathematical model of the co-evolution of the adaptive behavior of the public and the spread of the disease under the intervention of the government, and discusses how to achieve the best governance effect with the help of the optimal control idea, so as to guide the public and the government to make the optimal decision.
