Abstract
New urbanization is the important planning, which can balance the urban-rural dual structure and promote the harmonious development of cities and towns. But evaluation of China of new urbanization is still in the initial stage; China has not established a complete comprehensive evaluation system for new urbanization. First, based on a detailed research, the five factors including financial investment, urbanization of the population, construction land and arable land, transportation network, infrastructure factor were put forward. Secondly, the comprehensive evaluation index system was set up from the 5 criterion-layers and based on the 37 factors. Thirdly, this paper proposed a comprehensive evaluation model based on the support vector machines. In addition, the paper uses this model to make an empirical analysis of Heilongjiang Province; it shows that the model is feasible.
