Abstract

The problems in connection with the reconstruction of old residential areas in Harbin are lower quality of reconstruction, formation of future pent house areas, scale of reconstruction out of control, and many residents are unable to go back development companies working for profit only ignorance of city planning law. Nine suggestions, such as combining reconstruction of old residential areas with the development of new residential areas, constituting new regulations, protection historical residential areas, invitation of public bidding for reconstruction projects and so on are made for information.
