Abstract
The material reserve can provide resources and support for handling unexpected natural disasters and public health emergencies. As the demands of material reserve are often changing in emergency events, this paper presents a dynamic planning model, which takes the minimum storage equipment investment, the minimum storage expenditure and material value loss, and the minimum shortage risk cost as multiple objectives in each stage. The weights of objective functions in the integrated model are solved based on the rough set theory.
