N2 - In order to study the reasons for the low ETC utilization rate of freeway in Heilongjiang Province, this paper based on the ETC data, through descriptive statistical analysis of toll data to initially classify the influential factors, the questionnaire design was completed after the analysis of individual travel choice behavior. The questionnaire results were statistically analyzed after being collected. Based on the analysis results, structural equation models were constructed by using Amos software. The factors that affect ETC's passenger travel choice behavior are identified, which can be ranked according to the importance of influence as follows: travel characteristics, personal attributes, subjective cognition, economic characteristics, and other factors. This study can be helpful for understanding the passengers' behavior characteristics and the promotion of ETC in China.
