Abstract

In this paper, the Signal to Interference plus Noise Ratio (SINR) estimation uncertainty is taken into consideration, and a novel optimal user association and resource allocation strategy is developed when there exists Almost Blank Subframe (ABS) in Heterogeneous Network (HetNet). To meet the demand of UEs with minimal resource, a model is formulated as a min-max regret generalized assignment problem. Simulation results validate the feasibility of the strategy.
