Method for evaluating the performance of scientific research management in universities

Maximization of the scientific research potentiality of universities requires an objective approach for evaluating research performance. The author proposed a performance evaluation system for universities to use when managing scientific research. This would help administrators improve the performance of those managing active research, thereby improving overall efficiency while raising the level of scientific research. Sample index data was obtained from 28 universities directly subordinate to the state education commission for the 1997 to 1999 period. Management efficiency was calculated in the years 1998 and 1999. Research results showed that management effectiveness changes dynamically. This management method can overcome the influence caused by the objective conditions of the evaluated units. Dynamic changes in science and technology reflect great subjective effort and lead to the creation of synthetic strengths for universities, and real performance of scientific research management in universities were reflected.
