Abstract

In order to improve rate control scheme currently used in H.264, this paper proposes a new MB-based method to estimate the complexity of image, and a novel rate control scheme based on it. This scheme can reduce the calculation complexity. The experimental results show that our scheme is better than JVT-H017 scheme which used in JM8.6 in terms of control precision, bit fluctuation, and average image quality.
