Abstract

Since the reform and opening-up, the social class structure significanly changed in China. The changes were classified by professional, such as the differentiation among economic resources, organization resources and cultural resources. The low-income groups in the bottom of this society mainly include residents in poverty, migrant workers, unemployed and half-unemployed people. The government-launched housing system reform in the 80s to improve living conditions. Series policies such as economically affordable housing, low-rent housing, and public rental housing are adopted. However, many issues occurred in the process of housing security implementation. The policy cannot cover all underclass and some residents cannot get housing security which makes the implementation effect of the existing system not obvious and unacceptable. So, this part of families' basic rights becomes the focus of the housing safeguard field. This paper attempts to discuss the housing security system problems from the low-income groups and to provide regulation and suggestions for the establishment of new rules.
