Abstract
Based on the generalized-gradient theory, this study maintains that the regional unbalance development in China is not limited to economy and technology, but various aspects such as natural elements, social elements, human resources, ecological and environmental quality, and regulations and systems. Therefore, in the process of regional industry economy development, industry eco-efficiency should present gradient development. This study used CCR and BCC model to calculate the industry eco-efficiency for different regions in China. Results show that significant gradient developments exist in the industry eco-efficiency of different regions. This conformed to the analysis conclusion based on the generalizedgradient theory. For national policy management, this paper analyzed the negative impacts of gradient difference of regional industry eco-efficiency on industry economy development, energy conservation, and environmental protection, and put forward macro anti-gradient development strategy.
