Abstract

The fast response of Highway Emergency Response System (HERS) need all departments cooperating with each other and real-time information sharing. In this paper, an integrated digit platform using Geographical Information System on Transportation (GIS-T) is described. Based on the system analysis, the construction of HERS is established and the system functions are designed. Taking into account the distributed feature of existing system and the space properties of highway, the database system of platform is designed as space database, and the Federated Database System (FDBMS) is used to resolve heterogeneous distributed database. The Global Positioning System and the General Packet Radio Service are adopted to realize the monitoring and locating of emergency vehicles, as well as the communication of platform. Finally, a prototype platform is developed using ArcGIS and Visual Basic according to the actual situation of JiLin highway.
