Abstract

Emergency technology innovation is a crucial activity for addressing the needs of emergency management and facilitating effective response actions. Understanding the mechanisms of emergency technology innovation requires clarifying multiple stakeholder interactions and the strategy selection processes. This study acknowledges the inherent complexities of emergency technology innovation, particularly the uncertainties associated with technological innovation and emergency management. Hence, the study constructs a stochastic evolutionary game model for emergency technology innovation, incorporating stochastic disturbance factors. Through numerical simulation analysis, it identifies key factors that enhance the operation and efficiency of the emergency technology innovation mechanism. Accordingly, implementing targeted measures that account for uncertainties in technology innovation and emergency management significantly optimizes this mechanism and improves efficiency. Specifically, increasing the success rate and coverage of emergency technology innovation, along with enhancing the compatibility and applicability of technology with emergency needs, are critical for addressing these uncertainties. Further, ensuring the reliability of emergency technology innovation and incorporating feedback from its application are essential for stabilizing the innovation mechanism and promoting effective implementation. Ultimately, strengthening the alignment between the direction of emergency technology innovation and the efficacy of its application can further enhance innovation efficiency.
