Evaluation of Psychological Rescue Capabilities of Small Towns Based on FAHP

Abstract

The assessment of psychological rescue emergency capability is an important content of urban disaster management on the basis of determining the assessment index. This paper uses: (1) the analytic hierarchy process (AHP) to determine the weight of each index and their child index, and (2) the the fuzzy analytic hierarchy process (FAHP) to evaluate the urban psychological rescue emergency capability. The evaluation results in improving government emergency response capability, which is of great significance. This paper uses a combination of qualitative and quantitative evaluation methods to evaluate the psychological rescue emergency ability. The analysis results can provide some suggestions in the whole process of the disaster psychological rescue. It can also provide some information on the construction of aid agencies, as we cannot make all of the indicators reach the optimal conditions at the same time. The main way the government can improve rescue capabilities is by building the key construction factors first.
