Abstract
In order to overcome problems of static evaluation models, a dynamic model for evaluating international competence was developed based on a surface integral. It was tested using the shipbuilding industry as an example. First, the present situation in China's shipbuilding industry was investigated, and the evaluation methods were reviewd. Next, an effective application of the surface integral based evaluation model was proposed. This created a novel density function of competence that describes the intensity of competence distribution. An example was then given to test the validity of the proposed method. It showed that the proposed approach is effective from a dynamic point of view for multi-aspect evaluations. This tool will help the development of China's shipbuilding industry and enrich competence evaluation theory.
