Emergency scheme creation and optimization in inter-Regional Highway command

Abstract

Inter-regional highway traffic organization and dispatch is very difficult and important in China. Highway congestion causes accidents and results in ever-changing traffic conditions and flow. This paper forecasts transport conditions in areas affected by traffic accidents by analyzing the types and characteristics of traffic emergencies. In order to improve police response speed and ability in traffic emergencies, this paper presents the framework for an emergency response plan database based on the forecast, integrating traffic police dispatching, emergency traffic organization, related departmental interaction and on-site incident-disposal teams. This paper also proposes an optimization model and algorithms of emergency decision making, a model and algorithms that have been applied to typical provinces including JiangSu, ZheJiang and JiangXi Province. The results are submitted as decision-making suggestions.
