T1 - DSM based frequency quality control of powwr system

N2 - Frequency, one of the important examination indexes of electrical energy, shows more overall characteristic different from the local characteristics of voltage and harmonic. The overall characteristic is more convenient for maneuvering measures of source, network and demand sides to control and manage frequency quality in the whole power system. Based on the above idea, this paper uses the direct load control (DLC) as hot spare for frequency quality control with high responding capability, and applies load curve gradient relaxation strategy. The strategy not only helps units on source side safely cross load emergent time in the precondition of accumulating appropriate spinning spares, but also solves the problem of frequency quality deviation which is caused by the lack of real regulating capacity because of accumulating spare on source side. In the end, the paper analyzes some new technology characteristics and some new developing tendencies of DSM, and analyzes some correlative problems about policy and economical rewards and punishments, which conduces to discuss the feasibility of DSM based frequency quality control.
