Abstract
This paper discusses the theoretical approach of designing an optimal context- based adaptive variable length coding scheme for video DCT blocks. Optimal context modeling, one key component in such a scheme, can be designed by fully exploring observed domain properties of DCT blocks. Optimal adaptive variable length coding, another key component, for the symbols representing DCT blocks can be realized by using Golomb- Rice codes and Elementary Golomb codes with simple adaptation rules. The companion paper (Part II, see [19]) presents a practically optimal scheme which follows the theoretical approach described in this paper.
