Abstract

A snowy day has a great impact on vehicles, road capacity, and drivers' behavior. Drivers may drive at slower speeds to obtain the longer perception times and stopping distances. Snow can reduce bus ridership, lengthen bus driving times, and dwell time, and increase bus operation costs and ridership's waiting time. Public transit service frequency determines passenger waiting times, and thus the time exposed to snow. This paper analyzes the passenger waiting time cost, in-vehicle time cost, fuel consumption cost, and bus vehicle cost, then takes the minimal bus line total system cost as the goal, establishing a bus service frequency multi-objective optimization model. Analysis of the relationship between frequency associated with the vehicle average running speed and financial subsidy, using examples to verify the effectiveness of the multi-objective optimization model, can optimize the bus frequency on a snowy day and improve bus service satisfaction.
