Abstract

Public participation in public decision-making is an important approach to achieve scientific and democratic decision-making. Currently there are lower levels of public participation, unclear statement of the benefit balance relation between different stakeholders and other issues in urban passenger transportation policy decision-making. This paper based on Evolutionary Game theory to explore the benefit relationship and game equilibrium process between public participation and transportation management department, aiming to define the benefit objectives of the public and the transportation management department, and determines the effectiveness of public participation in urban passenger transportation policy decision-making. This paper can clarify the benefit balance mechanism of public participation in urban passenger transportation policy decision-making, make the passenger transportation policy is consistent with the public interest, and provide a reference for the improving of urban passenger transportation policy decision-making mechanism.
