Abstract
Recently, meteorological disasters have had an expansive and complicated influence on city transportation networks. The reliability of travel time during adverse weather has gradually become the primary consideration before making travel decisions. Through the analysis of the impact of adverse weather on the transportation network, we adopt a disaster degree system to quantifiably describe the impact of weather on the transportation network. By combining the road network travel time reliability model and algorithm, we obtain the route travel time reliability and road network travel time reliability during adverse weather. Finally, we verify the effectiveness of this model through the calculation and analysis of an example.
