N2 - In this paper, based-on the GEO/IGSO satellite, we design a constellation to achieve global coverage. And the optimization for the coverage performance and inter-satellite link performance is provided. In order to maintain connection with ground station, two methods is proposed. The simulations and analysis for the constellation are given. The constellation can achieve the requirement of coverage and communication.
