abstract = "Constructing the International Lunar Research Station (ILRS) represents a key objective of future lunar exploration, where heterogeneous distributed systems form a typical Relay Control-Communication System (RCCS). However, remote telemetry and telecommand operations in the RCCS face severe timeliness and effectiveness challenges due to limited relay satellite resources. To address this, we propose a Dynamic Programming-based Relay Scheduling Mechanism (DPRSM) for multi-loop Cislunar RCCS (CRCCS), introducing a novel Effective Value Loss (EVL) metric to jointly optimize communication and control for high timeliness and effectiveness. Simulation results demonstrate that DPRSM significantly outperforms existing Weighted Round Robin (WRR) and minimal Age of Information (AoI) schemes while ensuring system stability.",
