A variable weight based fuzzy comprehensive evaluation method for emission reductions in provincial level

Abstract

In order to assess the 'total emission reduction in provincial level', this paper proposes an index system including environment, policy, economy and engineering. And according to the requirement of 'veto by one vote', the index weight is decided by analytic hierarchy process and variable weight method, based on which a fuzzy comprehensive evaluation model for emission reduction in provincial level is set up. Also the empirical research of the evaluation model is carried out in this paper. With given sample data, the smaller the value of a is, the lower the final evaluation result is, and when the sample data become more imbalanced, the evaluation result will become more variable correspondingly.
