Abstract

The effectiveness of coordinating energy efficient retrofitting efforts of heat source, heat supply network and civil works determines the integral effect and yield of the energy efficient retrofitting in the cities of Northern China. On the basis of an analysis of the coordination obstacle, the coordination mechanism, consisting of a strategic management layer, a decision goal layer and an inner coordination layer, was proposed. According to the basic standards of multivariate optimization, a conceptual model of the mechanism was established. Based on an analysis of the characteristics of the energy efficient retrofitting of civil architecture systems, a quantitative model and the necessary measures to realize the mechanism were formulated to improve the energy efficient retrofitting activities in the cities of Northern China.
