Abstract
Faced with systemic and complex disaster issues, integrated disaster risk management has be-come an inevitable choice for disaster response. However, integrated disaster risk management involves multiple disciplines such as management, geography, economics, statistics, and informatics. Answering the questions of what integration means, why integration is necessary, how to achieve integration, and building a shared under-standing of disaster management within an integrated framework remain the core challenges in this field. This arti-cle attempts to address these challenges by proposing the concept of "integrated management of integrated disasters with integrated risk at its core" to explain what integration means. It explores a problem-oriented approach and a naturally integrated perspective to explain why integration is necessary. Furthermore,it presents a "progressive in-tegration approach" and a "risk curve-based integrated disaster risk management method" to answer the question of how to achieve integration. Research cases based on these perspectives are prevented, aiming to provide references for the research and practice of integrated disaster risk management.
