Abstract
This paper sets up two demands - side loss scenarios, estimates industrial economic losses in Hubei Province as exogenous variables of the model based on intra - city travel intensity data and official industrial production indicators, then uses the Mixed IRIO Model (Mixed Inter - Regional Input - Output Model) to study the backward correlation impact of Hubei' s emergency response on regional economic system in the early stage of COVID - 19. The main findings are as follows: (1) From the perspective of industrial correlation, the backward effect of production stagnation in Hubei province on other regions is mainly focuses on the basic energy industry and circulation service industry. And, the industries strongly associated with manufacturing losses are "Petroleum and gas", "Coal mining" and "Metal mining". The industries strongly related to the losses of residential services and other tertiary industries are "transportation, storage and postal", "wholesale and retail" and "finance". (2) From the perspective of regional correlation, Shanxi, Inner Mongolia, Shaanxi, Heilongjiang, Liaoning have a strong industrial backward correlation with Hubei Province and a high degree of economic dependence, so they are greatly affected by the decline of production capacity in Hubei Province, due to the emergency response.
