Abstract

The paradigm shift from uniform hazard to uniform risk has currently become a main trend of seismic ground motion parameter zonation and seismic design method in the world. However, the practice of seismic ground motion parameter zonation and seismic design method in China has still been in the old paradigm of uniform hazard. Since this paradigm cannot sufficiently consider the characteristic differences of seismic hazards in different regions, as well as the uncertainties of seismic collapse capacities of building structures, it will result in the non-consistency of seismic collapse risks in different regions. In May 2022, the ‘14th Five-year national plan for earthquake disaster prevention and mitigation' was issued by Chinese government, which clearly proposes to improve the ability to prevent and control earthquake disaster risks, such as finding out the bottom line of seismic risk, strengthening earthquake fortification, enhancing urban seismic resilience, etc. Furthermore, some key tasks are regulated, including revising the enforcing national standard of GB 18306―2015 ‘Seismic ground motion parameters zonation map of China', and carrying out the sixth generation earthquake disaster risk zoning project. In this context, there is an urgent need to carry out research on risk-targeted ground motion parameter zoning and the uniform risk seismic design theory of building structures, so as to provide decision-making basis for the compilation of the sixth-generation seismic parameter zoning map and the revision of the current seismic design code of buildings. Therefore, the latest research status and development trend of the theory of uniform risk seismic design of building structures at home and abroad were comprehensively summarized from three aspects: risk-targeted ground motion, risk-targeted seismic response spectrum and uniform risk seismic design method, and the main problems existing in current research and corresponding countermeasures were pointed out. The aim of this paper is to provide conceptual interpretation and directional guidance for the study on uniform risk seismic design of building structures.
